Why does the 11 seed have to play in and not the 16 seed?

Possibly a dumb question that's been answered a dozen times but just curious?

The 16 seeds won their conference tournaments and got a an automatic qualifier into the field of 64.

Because the worst at large teams are still seeded higher than many AQs, but they are getting a chance to earn a spot in the field of 64 instead of it just being given

This argument doesn’t hold water when they insist that the playin teams are in the tournament

Conference tourny winners all get automatic bids. When the number of conferences kept expanding it watered down the competition and took away at large bids from bubble teams (for example the MEAC only has like six teams and all of them have a NET below 200).

So they expanded the field to 68 but rather than make the worst 8 teams play in for 16 seeds they "split the baby" and made the worst 4 conference champions and the worst 4 bubble teams play in.
