Why is everyone acting like a dead dog found with decomposing bodies died from eating pills? The dog probably just didn’t have access to food or water.

Because intent to kill isn’t a required criteria for homicide and the ME doesn’t determine whether a homicide is justified or not, just that the manner of death meets the criteria for homicide. Plenty of homicides result in no charges.
