Why only 11.7 scholarships in baseball?

Especially since JUCO allows 24. And why 11.7 and not 11 or 12? I just don't understand how they work.
Also, I've read stuff on here before about how Vandy has an advantage in this regard. Is it because they're private?

No, it is because they focused on growing their endowment so they have lots of cash for academic scholarships. UVA doing the same thing. Difference between playing checkers and chess.

Title 9 has more to do with each school offering an equal number of scholarships for mens and womens sports. It's a school by school decision how they allocate their scholarships. Baseball having that number is more about making the idea of keeping baseball more palatable for schools to keep so they can compete with everyone else without having to spend a ton of scholarships. If baseball allowed 25 scholarships, schools who could afford 15 by not 25 due to title 9 might drop it rather than have 10 less scholarship players than wealthier schools.
Stanford for example deals with title 9 by offering full scholarships for every sport because they're rich as hell. It's not proportional a their school, but they don't need to be because they offer EVERYTHING. That's why they won the Sears cup so often.

Football should be exempt from Title IX, there's technically nothing preventing women from playing.

Jucos are governed by NJCAA not the NCAA, with completely different rules. Jucos also aren't allowed to give partial scholarships, only full rides
11.7 really has more to do with competitive balance than Title IX.
Smaller schools with less money to throw at non-revenue sports will always vote against an increase because many can't even fund the full 11.7 scholarships currently, and they fear getting left behind by the big programs that can. Title IX comes in because every additional scholarship is really two additional scholarships you have to pay for.

Title 9 is not about available scholarships but rather scholarships given. One of two things has to happen to be in compliance:
1 - Number of men and women on athletic scholarships needs to match the ratio of men and women at the school (so if your school is 60% male, 60% of those getting athletic scholarships need to be male and 40% female)
2 - The school can simply offer scholarships for any sport their student body has an interest in. This is what Stanford does because money is no issue for them. Anything that the students want, they start offering it as a scholarship sport. The proportion doesn't matter in this case.
The reality is SEC teams for example make enough money from football to fund every sport like Stanford does if they wanted to. They'd rather use the money on other things though, so they go with #1.

It's because roughly 35 years ago, they decided to cut football scholarships from 95 to 85. They deemed that was 10%, so they cut all sports by 10%.
Baseball used to be 13, but was cut by 1.3 to be 11.7.

Revenue, specifically ROI.. historical lack there of. Title 9 also factored in during our current era.
