This is to avoid the one good team from conferences of that level getting upset and missing the tourney in favor of some random that just got hot

It’s fair to the teams who won the regular season in conferences where winning the tournament is mandatory.

Pro Bowling Tour has formats like this.
It can get a team on the bubble a bunch of wins, so maybe not so bad.
