Not sure if it is where you were going, but I think the established programs recruit themselves to a large degree based on the success, exposure and increased NFL draft potential. With that comes a different aspect of player compensation as the elite talent is tempted by agents or delegates of agencies wanting to retain their services in the NFL.

I feel strongly that Saban spent a lot of time and Athletic Dept capital to crack down on the rougue booster aspect of attracting a kid to a school.

The rogue agent is technically still cheating, but is so common nowadays that it would be hard pressed to enforce and truly doesn't link the cheating to the school, a booster or any sort of designated rep of the school. It truly isn't pay to attend or pay to play... its pay to use our services at a point TBD in the future.

Seems as if the NCAA doesn't get real excited or energized to investigate nowadays, so long as it is the latter scenario.
