However, it is not the quantity of executive orders but rather the quality/perception that Obama has overstepped his authority by disregarding federal law in the case of Obamacare and immigration law that is the issue. LINK

but Obama was in the Illinois senate at the time unless i'm mistaken.
i don't know if he was ever in on an official vote regarding anything with the war during his short US Senate seat, but i would wager that he expressed displeasure at the war during all times in his political life.
