The NCAA would incorporate these restrictions, I can see that. However, the CFP isn't administered by the NCAA; instead, it's being administered by a separate entity apart from the NCAA, the CFP Administration LLC. I haven't seen anything from them that patterns itself after the NCAA restrictions, but I don't know for sure if they are restricting or not. Good question.

This is what I’ve been trying to say the entire thread. The CFP 100% is implementing neutral Gameday experiences, and it will be very similar to how the NCAA does it
