Easy way to fix this. Once the QB or WR lowers his head below his shoulder line, there can be no targeting.

I would pull my team off the field and say frick y’all. That’s a horse shite call. It’s hard to watch football. Qb was falling down. Tackler never left his feet. Qb also lowered his head.
