I keep wondering why they don't call that penalty for encroaching too close when a player calls a fair catch. It's happened several times this year. It seems like they never call it. I can't remember what year it was; maybe 2015 or 16 when we kept muffing punts; that was rough.

As an official also, this is also the rule I follow.
