Is that in the Arkansas Delta? I never seem to read much about it but I think it's as large or almost as large as Mississippi's.

Fun Fact - Arkansas produces the most rice in the US. And it's not even close.
I can't prove this next part - but after driving through Arkansas more times than I can count to and from Texas for work - they have more dry counties than any other state in the US. And that's a real pain in the arse.
