He took a bad angle and didn't grab any jersey. Not sure how that's indicative of a lack of strength.

Yep. Just as I described. He came at a bad angle and didn't grab jersey. He grabbed the dude's arm. It's no different than any other missed tackle ever in the game of football. It's not indicative of a lack of strength.
