Well, then to add onto that * if * they do update what fully vaxx'd means at some point in the future based on the need for boosters from what it being shown on the over 6 month efficacy of them, then the policy just goes out the window

This is a very good point that will be problematic in the future. At the very least I suspect the 3rd shot would eventually be the "medical" standard for immune. (if that is possible) The data suggest that a 3rd shot is what it takes to move from Pandemic too Endemic at this point.
In time I also suspect the data to fully reveal infection plus some level of vaccination to be immune as well.
As both administrations have struggled with matching politics to science isn't an easy needle to thread.
