Tua has pedestrian arm strength but is great with his vision and accuracy.

It’s not above average for the NFL. Here’s an article that compares arm strength based on frame-by-frame analysis of film, and Tua’s ball speed is the slowest analyzed.
Whats elite is his release quickness. And what’s above average, and perhaps elite, is his ability to throw his fastball very accurately down the field, especially on deep crossers or go routes where he needs to rip it there before the safety comes over. But I think he’s finding that there are relatively few plays at the next level where he can rip it in to his first or second read on schedule that way, and he’s having to rely on more average traits on the vast majority of his snaps.
