It was starting to happen pre-Jindal and he did nothing to stop it, despite having the best shot to fix it with a republican legislature backing him.
He cared more about a bullshite presidential run and pretending he was a Creationist to pander far right-wing votes.
The state constitution is a travesty and needs to be completely thrown out.

Louisiana's state constitution has been rewritten 9 times, more than any other state in the union. The 10th constitution would be written by the same kind of butthorns that wrote the first 9, and at this point, they'd probably be personal injury lawyers.
The best way to fix politics in Louisiana is to have Texas annex the state.
