............no. Andre 3000, T.I., Ludacris, Lil Jon, Gucci Mane, OG Maco, Pastor Troy, Rich Homie Quan, Killer Mike, 2 Chainz, Future, Gorilla Zoe, etc. There's no comparison, there's just too many quality rappers to not put Georgia as number one.
UGK (Bun B and Pimp C), Geto Boys (Bushwick Bill, Willie D, and Scarface), Devin the Dude, Fat Pat, Big Hawk, Big Moe, Dj Screw, Travis Scott, Zro, Big Pokey, Chamillionarie, Slim Thug, Paul Wall, Kirko Bangz, Lil' O, Lil' FLip, Lil' Keke, Lecrae, Riff Raff, Trae the Truth, South Park Mexican, etc. Texas has too many great ones too as well. Louisiana can not move any higher. It's that simple.

Dude, GA takes the cake here but you seriously listed some of the worst frickin' rappers out right now on your list. No one that legitimately appreciates hip hop listens to fricking Riff Raff. Outside of UGK, Texas rap is terrible.

Nah you know what's shite? Bounce music. Now that's an abomination Louisiana is responsible for. Riff Raff is garbage, but he's hot garbage and very catchy. Same could be said for Wayne's past couple albums. louisiana is inferior to Texas in rap quality and I'm not going to argue it. It's self explanatory.

You may be too young, but Houston is responsible for an entire sub genre of rap, chopped and screwed. DJ Screw, Fat Pat, Lil Keke, Pimp C, ZRo, Scarface / Geto Boys, ESG, Lil Flip, Slim Thug, Paul Wall, Lil Troy are all great. I have a feeling you're a little too young to for most of these hits. Wanna be a Baller, Southside, Swangin & Bangin, Mo City Don, Mind Playin Tricks on me, 25 Lighters, Still Tippin (probably new enough for you), Barre Baby, Knocking Pictures off your Wall, Tops Drop, Top notch Hoes, Never Seen A Man Cry, Ghetto Dreams, and I could go on.
