Why would it not work for the NFL when it works for every other professional league?

Because the majority of football training is off the field. In basketball and baseball, people play a ton of games and that's where they learn their craft. In football, the physical dynamics of the game make it different. A minor league for football would be missing that element: training staff, massive weight rooms and conditioning programs etc. That part is extremely expensive. I'd speculate that PEDs would be out of control in such a system.

No professional league has a minor league that is as popular as college football is (comparatively).

Being affiliated with universities matters.
