My whole thing is that if it isn't official policy, it might be likened to having someone run up to you and start screaming, "UNCOVER!" except without signs everywhere asking you to keep your hat off. See my point?

I couldn't tell from the short clip. It just looked like some guy grabbing the least-threatening person involved in the altercation from my point of view.
