It is, but it's not an SEC rule. What he's saying is let the proper people enforce it. SEC office should stay out of it.
Like when the NCAA said Travonte Valentine was eligible but the SEC flagged him.

I see what the SEC is trying to do here. They want teams to pay extra money to the recruits so they stay committed. Yay Slive
