The Texas state system has no flagship. It's A&M, UT, UNT, UH.

In Texas, flagship isn't a non-measurable, esoteric term.
It's a designation--based on multiple criteria--as spelled out by the state and the Texas Higher Education Coordinating Board.
I may not be an expert on the intricacies of various defensive shells in football.
But I know the ins and out of higher education.
It's what I do.

The Texas Constitution provided for the systems mentioned, with the U of Texas system getting 2/3 of the funding and the Agricultural and Mining school getting 1/3.
You won't get a formal state definition of a flagship school -- not ever now that A&M has increased its enrollment and diluted, slightly, its diploma value.
Other than Aggies, most everyone would say that the University of Texas is the state's defacto flagship.
But hey, you have to deal with these folks. You ultimately just have to let them be themselves.
