Because the official name of the University is "University of Georgia"
Schools that add the city name have the city name in their official title
Ex. Tennessee is "The University of Tennessee, Knoxville"

For frick sake I am not even arguing that it is 100% the meaning of the A. It would make sense for it to be either. When you see something that says UGA - University of Georgia Athens, it does make you step back and reassess the situation though. From that point on I figured it was for Athens. If not then so be it.

Using a postal code in your official name is the outlyer. Putting your cities initial is not. That is why there can be confusion.
