Anyone speaking in absolute terms, one way or the other, right now is talking out of their arse.
It's way too early to know what's going to happen, thus the indefinite suspension and not a hasty permanent decision either way.

The plea was that, I asked what original charge he faced, and if he would have face the same charge, which was oral rape was it not.

I asked what the original charge was, and if he would have faced that if he were 17. I know what he was allowed to plead it down to over a year later.

This I'm not sure about. I know a 19 y/o can legally have sex with a 17 y/o in LA. Not sure about 17 y/o and 14 y/o though.
