Yes, it is. It refers to 10 years, which is a decade. It's very common to refer to 10 year periods as decades, even if they don't start with a year ending in "0".

It's obvious everyone here knows what a decade is but he's completely wrong on common usage especially related to sports decades.
What decade did the Arkansas team play in from 02'-11' considering what's over a span of 2 decades associated with the dictionary. That team can't be in the 00's and 10's decades so what the hell is that decade called? The 02'-11' decade?
Come on you aren't going to drink beer and say remember the 02'-11's decade that was a great decade, ha.
Real conversation... "Remember the 90's?" "Yeah.. Damn we sucked in that decade minus one good year 1998."

The dictionary also says a 10-year period, regardless of the starting year (3 decades from 1776-1806). 2002 through 2011 is a decade. If you started doing something on March 6, 2002, then today you have been doing it for a decade.

The 2011 Arkansas team played in the following decades:
2002-2011
2003-2012
2004-2013
2005-2014
2006-2015
2007-2016
2008-2017

2010-2019 (a.k.a. the '10s)
2011-2020 (a.k.a. the 202nd decade since the birth of Christ)
It also played in an infinite number of other decades, if you want to break it down to units smaller than years. You could go down to billionths of billionths of a second to define the starting point of each decade and there would be billions of billions of them.
If I tell you today that I've been at my job for a decade, would you think I started in 2000, 2002 or 2010?

Mizzou has 3 10 win seasons in the last 5 seasons.

When an unbeaten Mizzou hosted #3 Oklahoma. It was a very hyped game and GameDay was on campus for the first time ever.
I'm not crazy about Mizzou coming into the SEC. I'm not sure they are as good or natural a fit as a school like Florida State, Clemson or Georgia Tech would be. A&M makes sense but Mizzou not as much.
But the OP is ridiculous. West Virginia brings even less to the table. Fail.

Why does Texas A&M makes sense over Mizzou when Mizzou is closer to all SEC campuses? Which makes them geographically closer.

Anybody who, at the starting or ending point of one of those decades, wanted to talk about the next decade or the last decade, would talk about one of those 10-year periods. If they wanted to talk about the '10s, they'd talk about 2010 through 2011. If they wanted to talk about the '00s, they'd talk about 2000 through 2009.
The "last decade" universally means the ten years going back from the present, which at this point, in football seasons, is 2002 through 2011. 2000 through 2009 is the '00s, not the "last decade". If I said LSU was going to dominate Arkansas for the next decade, would you think I meant starting in 2020?
