Legal isn't always the same as moral.

The train jumped the track when adults, turned their backs on children so that a friend, colleague, supervisor could continue to work. All of those people knew what he had done, every single one had a moral obligation to notify law enforcement. Because none did, more children suffered, and that is on them.
