Probably because they're busy with practice and school.

The government has indeed created any violence surrounding the weed trade, as they made a perfectly safe product an illegal substance. The same thing happened with alcohol in the Prohibition era, and pretty much created the organized crime infrastructure that we still have today.
People want their intoxicants, whether they be alcohol, cigarettes, or weed. Banning it just creates a market for someone to get it to them illegally, for much higher prices... the competition for those customer dollars creates the violence.
I don't see why we should allow the drug dealers to make the money and violence they do, for a damn perfectly safe plant that will grow in any ditch in America.
