Penalty was hands to the face. It had to be on the person blocking Shepp.

They missed the block in the back for whatever LB was ahead of Sheppard on that side though. He got through him, was about the make the tackle, then got knocked down from behind. That's when the flag came, even the announcer thought that was what it was for.
