That's not really cheating. It's an NCAA violation, but it's about like calling someone who runs a stop sign a criminal.
Cheating is when you're paying them to come to your school.

Yep. Adrian peterson only went to oklahoma for yalls good old fashioned work ethic. He definitely turned down a ton of money from every school in the nation to go play at ou for free. We all know how much of a stand up individual he is.

Yeah, that kind of shite happens everywhere. It's a violation for obvious reasons, but it's a hell of a lot different than paying someone to go to your school.
