He's just displaying the skill he perfected in the Corp dorm. When they're that small it doesn't require much head movement.

Yell leaders were originally and have always been a slapstick gimmick.
The very first occurrence of yell leaders in the early 1900's were when Upper classmen made freshman dress up in custodian uniforms (white jumpsuits back in the day) and dance around to look like idiots and be laughed at.
So when you look at something like this and wonder "what the hell are these idiots doing?" Yeah, that's kind of the point.
