I think it favors the running qb. Run a bunch of rpo's with Milroe.

As much as I love Milroe, he can’t throw consistently to back off the defense. Even if it’s not a downpour, any slick football will cause problem. I ultimately think it falls on Beck to make the plays.

The vast majority of RPO's have nothing to do with a "running quarterback."

They have an option built in to either give to the back or throw a pass, usually a quick slant.

I believe you're thinking of a read option.
