I'd put the rest of what was in the Cherokee Strip into "Kansas" culture...
Simply because it was northern wheat farmers and foreign people who came to Oklahoma to grow wheat that settled that area. It isn't west Texas culture in a place like Alva or Enid, or Fairview, or Kingfisher. Not even close.
Panhandle is interesting because historically it was a mixed bag of Texans and people from Kansas and Nebraska.
As far as western Oklahoma proper... I suppose you could call it "west Texas" culture... but for some reason... a lot of Missourians settled the old Cheyenne Arapaho lands.
