The NCAA? These people will now be paid employees by the university so make them sign a contract that stipulates they may only receive money from any "approved vendors". Any infraction will cause the contract void.
What you're describing in the wild wild west and a business can't operate like that. It will now be structred more like a business.

Those are NCAA rules, which are a little less rigid than decisions rendered by courts.
