Spurrier single-handedly turned the Georgia-Florida rivalry around. Brutally, thoroughly, and with great joy.

It's been turned around a few times.

UGA dominated until 1951. UGA started off 23-5-1

Bob Woodruff for UF caused the first turnaround. UGA went 10-2 in the next 12 meetings.

Then came Vince Dooley. While Graves for UF kept it even for a while (3-3-1), Dooley stamped his authority on the series once Dickey came in for UF (15-4).

Then Spurrier came in (with Urban Meyer a bit at the end). UF went 18-3.

That ended when Meyer left and there was a brief period of parity (UGA and UF went 3-3 in the next 6).

THen in year 2 at UGA, Kirby started exerting his will (6-1 in the last 7).

There really have only been two relatively brief periods of parity in the series. It's best characterized as the two teams exchanging periods of dominance.

While Woodruff and Graves for UF didn't win tons of titles (or any really), they did turn the tide against UGA and give UF their first taste of success in the series. But actually winning things without cheating, that started with Spurrier (and was only really followed up with Meyer).. Spurrier and Meyer are about 98% of UF's historical success.
