He's full of shite. He's perfectly fine when LSU wins the bid and LSU is certainly putting in bids. He even says so himself talking about the "NIL around BR".
He never said that they aren't paying players.
He just said they aren't interested in players who are only interested in going to the highest bidder.

Yeah, and it's bullshite. If you put in a bid at an auction and then lose to a higher bidder, you don't get to pretend like you never bid at all.

Pretty simple to figure out what’s going on here.
LSU bids on Player X.
LSU gets outbid for Player X.
Fanbase gets out pitchforks because LSU didn’t sign Players X, Y or Z.
Brian Kelly: “We aren’t interested in players who are going to the highest bidder.”
Fanbase: “Yeah, those players were only interested in money. We don’t want that type of player anyway.”
Fanbase puts down pitchforks.
