Odd submission but the fastest I've seen in person ever is Will Henderson, a HS Sr at Gilmer, TX. RB/WR/KR. Won us a ring in 4A this year. Has already posted a 10.12 in a track meet which online calculators say is sub-4.3. Seen some fast ones but not 4.2 capable I don't think.

Those 2006 to 2009 Florida teams had some ridiculously fast players on them.

Joe DeLoach - 1988 Olympic gold medalist in the 200m. Saw him in HS when he played WR for Bay City.

My grandpa always had Marshall season tickets. Got to see Randy Moss a few times when he was there (including their div 2 championship). He was so much bigger, faster than the competition that it was kind of a joke.

Fortunate enough (and old enough) to have seen the usual suspects mentioned here, including football guys and track guys, but honestly the first one that came to mind in an “ohh damn” sort of way was Devin Hester.

I don’t know where he ranks among the fastest, but John Avery could turn on some after-burners when he got a little daylight.
