Didn't the SEC says you could only transfer within SEc in the 1st portal window unless a grad student? Or did that change as well?

That SEC rule was nullified by the WV federal court decision.

The NCAA has no choice. The federal court said you can't restrict athlete movement if the athletes aren't employees.

The problem was the inconsistency and manner in which waivers were granted. If they hard and fast sit rule w/o exception then it’d be ok. But since they were arbitrarily picking and choosing and also inconsistent timeline on rulings the judge stepped in.
