Since the transfer portal is out of control, what rule change would you make if you could?

Any scholarship player transferring to a Power 5 school has to sit out the first four games of the following season and that school has to pay the former school $50,000 to cover recruiting expenses incurred signing that player and future expenses needed to recruit other players.
Any scholarship player transferring to a group of 5 school has to sit out the first four games of the following season and that school has to pay the former school $20,000 to cover recruiting expenses incurred signing that player and future expenses needed to recruit.
It's not the perfect change, but I figured it would make the bigger schools think twice about raiding other rosters if there was a monetary amount and a loss of playing time attached to the deal.
FYI: I know players are on one-year scholarships, but it's generally understood that a player can keep his scholarship the following year, unless they are caught doing something egregious.

Student athletes must have completed one semester (minimum 12 hours) and be in good standing with the university to be eligible to compete.

I think the previous rules of sitting out a year worked well.
Whatever the solution is, there needs to be protection for the schools, not just the players. The schools are putting a lot of resources into these kids and coaches shouldn't have to recruit an entire team every year.

Leach rules. 2 classes of players.
1. Scholarship players with 3 years committed by school and player
2. NIL, you are on your own, can leave or be cut at anytime

I would allow transfers at any time(even mid season) so long as it isn’t facilitated by a likely future opponent for that year.

I hate the schools owe each other money thing. Thats just stupid. Actually I hate all the changes you suggested . Why make them sit out 4 games? schools will just start to schedule ALL cupcakes early in the year so they don't lose while their transfers sit out. It will also make for a shittier product overall as teams try to figure out their actual roster in game 5 of the season.
Not to mention both your suggestions will be shot down in a court of law.

Why? The coaches can leave at any time. Why should the schools and coaches get more protection than the athletes?

Is it out of control? We’ve lost a lot of guys, gained guys too so it just feels normal to me now.
What I won’t have sympathy for is any athlete that loses their scholarship from a P4, and has to take a smaller school offer. I bet there are thousands of sob stories of how an athlete tested the transfer portal waters, and got no offers.

If you transfer you can play immediately, but you have to wear cleated clown shoes on game days.

Committ a felony in college and you receive an nfl draft penalty up to not being eligible to be drafted at all

No, the coaches can not just leave at any time. They are bound to their contract.
When Alabama hired DeBoer, he did not just leave. Alabama had to pay Washington like $12 million to buy him out of his contract. Which in turn gives Washington compensation and money to hire their next coach.
So Alabama basically bought Washington a new head coach for the next 2 years. Or Alabama paid for whatever bailout Washington might end up paying.
The schools are some what protected when it comes to the head coach.

No single change can fix “it”, which I think you intend to be something like “the integrity of amateurism”. It’s a money grab and every input is corrupted towards the same goal: getting as much for yourself as possible.

No changes, "out of control" favors the haves vs have nots..and pretty much makes the old bag game obsolete. I mean sure there will still be a few dinosaurs still doing mailbox envelope drops and such alongside legit NIL efforts, but it won't be much of a factor when real earnings (and something they could possibly carry over to the NFL) is on the table.

Start putting non-compete clauses in these contracts. If I pay you, you can’t just take my money, learn the job under me, and leave to go compete against me immediately at my competitor who offered you more. It is standard operating procedure in the business world. And college football is now a business.

Players are recruited by coaches…and coaches change jobs often. My son’ll commit to 4 years this December…that coaching staff may not even make it 1 year. He should have the luxury of either going where those coaches go, if they even stay in that position where they go, or go find another coach who has recruited them…or just change completely to fill someone else’s need.
I want him to save his non-school NIL money and pay it back to local places though. That NIL pay for play kind of sucks for those who supported you, if you leave.

Because they are so critical to the success of a program and can devastate one when they leave...quarterbacks who transfer to P5 programs must play the first 2 games throwing with their non-dominant hand.

Easier way to rein in both NIL and the transfer portal: Establish a standard minimum entry standard for athletes to enroll and to transfer just like for regular students. 1000 SAT, 2.5 high school GPA, a minimum 2.5 to transfer, 12 semester hours. And sit out the following semester. It’s way better for the kids and the schools. The NFL can set up a minor league system for those kids that don’t want to go to school. Those kids not drafted on the first two rounds of the NFL draft should have the option of returning to their school. End the NFL’s free ride on college football.
