The fact that the Vols relinquished their #2 position because they slipped to the depths of hell for 15 yrs while other programs (LSU/UGA) have had the best years in their program's history in the same time frame makes it difficult to determine.

This is all correct.

So the answer to the question posed in OP is "no."

It is difficult but not for the reason you mentioned. UT being bad and lsu/uga being good is just recency bias and letting emotion and feeling enter the equation. Ultimatley we're talkign about numbers and stats. Black and white.

It's a testament to how great of a prorgram UT was that they did have a stronghold on #2 for so long taht they can be this bad for 20 yeras and only have just now given it up. But when you look at the actual numbers, I just don't see any way they're still number 2. They've been passed over in almost every major category that would be worthy of ranking teams.
