Do your research, a study by the NCAA showed that over about 5 years time since the targeting penalty was implemented, it only reduced the rate of "targeting-like" hits from .23 to only a whopping .21. so, has it really done any good?
In addition, another study showed that serious ankle and knee injuries has increased significantly, likely from players purposely trying to hit low to keep from getting a targeting call. Has the targeting penalty been worthy?
