re: How do these no-one-attended bowls exist?

I’m not sure if it still applies, but there was a time that schools invited were on the hook for x number of tickets whether they sold or not. It was/is one of the reasons schools lost money by accepting bowl bids, but ate the cost to reward the players and help recruiting.
