Do you have one size, or several options? Quality tool? I have a Snap On set that has removed 95% of the locks I’ve tried to remove, but occasionally I get one that just won’t. At that point, hammer and chisel is about the only option. You may chisel a couple of spots around the lock, where the tool will then bite it, or you may have to just keep working it loose with the chisel. It’s very hard to do without damaging the wheel.
