Of course they are. If anyone needed schooling in crisis actors, there are years of footage of Syrians/Hamas, etc., filming "dead" bodies on stretchers only to see the same supposedly dead people show up on social media a week later, alive. The intended social media influence is anti Western, whether Israel, the US, or Russia, are the target.

And just like US crime statistics, some 15 year old that has been in a Hamas battalion (like a Chicago gang) for two years will be counted as a child, even though the kid has fired plenty of rounds at live people.

But, like "data" coming out of China in 2020/21, which also had no independent verification, it means nothing. NGOs in both cases simply repeat claims that are published, it gets them more funding to "help." Who is counting body bags? Where are the burials happening? Remember, it's important to Muslims to bury their dead within a day just like with observant Jews.
