Not saying the PIT wasn’t the right thing to do, but it’s possible someone in that car got in thinking they were just getting a ride somewhere and absolutely didn’t sign up for a high speed chase in a car they had no idea was stolen.

By that logic, police would never take action if there were ever multiple people in the car. After all, the passenger may just hitching a ride.
