Because adding steals in makes perfect sense. A turnover gives the other team the ball. A steal gives your team the ball. So yeah,
Assist to turnover ratio is the standard stat, and has been for many decades. You can't just add other numbers to juice the numbers, whether for HVL or anyone else.
HVL's assist to TO ratio was 1.38.
