Not sure if that's the same timeframe because I really don't know history all that well, but was that when Baden-Powell got the impetus for the Boy Scouts?
Seem to recall it had something to do with the Zulu and the Boer War, and he was obviously a British Army officer.
I might be confusing multiple things lol.
