Stating the obvious but it’s not just that the transfer portal is “out of control”, rather it’s a tool used in conjunction with NIL, non-scholastic “amateurism”, misaligned coaching economics/incentives, and misalignment between academic institutions and their athletic departments, which makes it all untenable.

No single change can fix “it”, which I think you intend to be something like “the integrity of amateurism”. It’s a money grab and every input is corrupted towards the same goal: getting as much for yourself as possible.
