This doesn’t sound like it bas anything to do with the corps of cadets. This is about first responders. This is probably through Texas A&M Engineering Extension Services (TEEX). There is a 50+ acre “disaster city” where first responders are trained.

This is a post 9/11 thing. One of the A&M Engineering profs was part of an Urban Search and Rescue team that was dispatched by FEMA to Ground Zero in the wake of the Twin Towers falling to help with the recovery effort.

Given how unprepared everyone was that day and the scale of destruction and the general funding environment for anti-terrorism measures in that era, the group built out Disaster City to train folks from all over the country in new reponse techniques.
