That must be a very cheap or improper hinge in that case because I hang a lot of doors and none of the hinges have plastic bushings or washers unless a hinge mounted door stop is involved. Even the crappiest residential-grade hinges are all metal.
One more thing the OP needs to check is the door margins when closed, if the door is rubbing the frame then it will cause binding on the hinges when closed. This causes fretting corrosion (will look like black dust on the hinge joint) and no lubrication will fix that for long as the friction removes any oil or grease with the metal that is being rubbed away.
