“Recruiting police officers in this country today is a difficult thing to do. Using this car to help us do recruitment is gonna be great.” If you use a luxury car to boost your recruitment than you probably recruiting the wrong people.
Also, if that was seized vehicle they should have sold it. Rolls-Royce MSRP between $350k- $500k. You could have purchased a fleet of regular patrol cars with that money. Government employees love wasting the taxpayer's money.

They'll need a ton of $$ to service that thing. Prolly not really for regular use, only public events and such, recruiting etc.
