This is more about structure than the teams listed..
see questions below
Questions:
1) If the committee used these rankings, would this be the format?
2) Do you think they should be able to slide a team up or down 1 spot to avoid rematches? conference games?
3) Will the 5 seed always have a huge advantage?
They get a home game vs the weakest seed.
The next game would be vs the weakest conference champ.
Pretty easy path to the Final 4.

No because, usually, the CCG is a rematch.
Also, what do you do if to avoid a rematch you have to use the 13th team on the list? Good luck explaining that to the team that you drop in its place.

THat looks pretty accurate. There shouldn't be any moving of teams to avoid a rematch. Play the games and there will be upsets that you just won't be able to see coming that will inevitably set up rematches. Some teams may play each other 3 times in a season.

#5 gets a fantastic draw, arguably better than the Top 4 seeds, and certainly better (IMO) than the 4 seed.
Instead of a bye, you get a home game against someone like Liberty, who they should maul. Barring injury, they take momentum into the 4/5 matchup at a neutral field. If those teams are close in matchups, I give the edge to #5 for that reason.
If that was this past year and it's UGA, I see them building a head of steam and winning the tourney.

Rematches will happen. They happen all the time in the NFL. It’s just part of the playoffs.
There will always be teams that get an “unfair” advantage. It’s just how it goes. At some point, you just have to accept that there may never be a perfect system.

The list of teams looks fairly accurate, but I'd bet on Utah or possibly Arizona winning the Big12 instead of Okie Lite.
