There are a few schools that have neutral-site games (WLOCP and RRS come to mind). The remaining schools would have an issue securing enough attendance for a neutral site game, even if there’s large enough stadia within a shorter distance. My guess is that for those schools that don’t have neutral sites readily available, it’ll be 5H/4A one year, then 4H/5A the next (alternating each year) - similar to how the NFL allocates home/away with a 17-game season.

ETA: the 5th game - in theory - would be against a school outside of the 3 rivals.
